EB Ballot: #30-17 Waive the requirements from participating in a Regional Championship for Kelly Horgan to participate for the 2017 USCA GSD Nationals.

Motion by Pedro Jimenez, Northeast Regional Director, seconded by Vadim Plotsker, Vice President, to waive the requirements from participating in a Regional Championship for Kelly Horgan to participate for the 2017 USCA GSD Nationals.

Background: Kelly Horgan has a non-traumatic tear of her plantar fascia in her left foot.  It was torn August 20, 2017.  Her treatment included 2 weeks in a hard cast. She was placed in an air cast on September 7, 2017.  Kelly is required to wear her cast until October 19, 2017.  In addition Kelly was diagnosed with Shingles on September 21, 2017.  Kelly will not be medically cleared before the last USCA regional championship occurs (in any region) she is requesting a waiver for the regional requirement for Hilda vom Floyd Haus.  Kelly understands she will be required to obtain a 270 qualifying score prior to the Nationals deadline.

Hilda is 10 x IPO3, and Kelly and Hilda were High XX at the 2017 WDC, and they also competed at the 2017 AWDF.  They were High XX at the 2016 USCA Nationals with a 267.  They also placed 2^nd at the Northeast Regionals in 2016, earning High Female and High Obedience with 272.

Kelly is not attempting to make the WUSV team, as Hilda is not breed surveyed due to a bad elbow, making her ineligible for qualification, even if she did.
