EB Motion #15-26 – To reinstate USCA Performance Judge License #35 to Frank Phillips.

Motion by Nathaniel Rogue, DOJ, and seconded by Mike Diehl, DAL, to reinstate USCA Performance Judge License #35 to Frank Phillips.

Background: Former USCA Judge Frank Phillips (2011-2022) has completed all the requirements that satisfy his reinstatement as a fully licensed Performance Judge. He completed his walk-through trial with ADOJ Michael Caputo on June 27, 2026, completed the summary report, and passed the written License Test on the same day.

The Judge’s Committee is unanimous about moving the process forward to full licensure. We believe he will be an excellent representative of USCA as a Performance/Trial Judge and look forward to his professionalism and dedication in that capacity.
