EB Ballot #30-19 – Approve the IGP1 title to be accepted for a USCA Breed Survey

Motion by Heidi Theis, NBW on behal of the BAC and seconded by Michele Clubb, Secretary, to approve the IGP1 title to be accepted for a USCA Breed Survey

Background information:

Originally, the main purpose for the BAC Ballot #03-19 proposal of making the USCA only breed survey a minimum IGP 2 title (or IPO 1 title) was because the original IGP rule changes from January 1, 2019 were going to allow an IGP 1 dog to pass if the dog left the helper by more than 3 meters, by the handler simply heeling the dog back up to the helper. In our IPO rules, in 2018 and prior, a dog that left the helper by more than 3 meters had to be rated Insufficient for this and could therefore not pass IPO 1. At the rule changes this year, a dog that left the helper and was successfully heeled back to the helper could have then gone rated “Sufficient” and passed IGP 1. From a breeding standpoint, the NBW Heidi Theis, didn’t feel this would be in the best interest of the German Shepherd Dog breed in our country. Luckily, this was changed back to if the dog left the helper by more than 3 meters protection work would be terminated and the dog could not pass IGP 1. The additional reason for minimum IGP 2 was to keep our own breed survey to the standard that it was prior to the IGP rule changes.  Considering the change back to the dog would be terminated if it left the helper by more than 3 meters and discussion with some judges who feel the IGP 1 still tests the dog’s TSB, the proposal will be for USCA only breed survey to require IGP 1 now, retroactively effective January 1, 2019.
