Amend current budget for purchase of new rule books

Background — Due to recent rule changes and the demand for printed rule books, we need to purchase replacement books that will be sold by the USCA Office. An initial purchase of 500 rulebooks will be for resale and a downloadable version will be available on our website.

USCA Working Champion Title / Program

Motion by Frank Phillips,Vice President, seconded by Mark Scarberry,ME RD, to approve the title of USCA Working Champion (USCA-WC) which can be earned by all USCA members in good standing.
Proposal:
Requirements for a dog to earn the Working Champion Title:
- IPO3 Three (3) times with scores of at least 270
- At least one IPO3 (270+) must be accomplished at a Championship (Regional or National)
- At least 3 different Judges. A judge may not be the same for more than one trial where he/she has judged all 3 phases. (if multiple judges are used for a Championship then the judge may also be used in another event)
- Applicant MUST be a USCA member and owner of the dog
- All events used to qualify MUST be done at USCA sanctioned events
The title of USCA Working Champion (USCA-WC) can be earned by all USCA members in good standing.
Applicant must send into the USCA office, copies of dog’s scorebook with qualifying events
indicated plus a $10 processing fee.
Dogs that are awarded the Working Champion Title will be listed on the USCA website, printed in the magazine and receive a “USCA Working Champion Certificate”.
Background — The proposal of a new working title/award for our members is created for the dog with the title USCA-Working Champion. To earn this award, the dog must have scored 270 points or higher in 3 trials, under 3 different Judges, and 3 different Helpers. The intent of this title demonstrates that the dog is well trained, not effected by different helpers, and defines a true Working Champion. The scores are not required to be in any specific order, or level, and maybe achieved at club level, Regional, or National trials.

USCA Membership Protection Policy

Motion by Sean O'Kane,Treasurer, seconded by Frank Phillips, Vice President, to provide USCA members, a membership protection policy.
A. Previously 'flagged' applicants
- All membership applicants that have been previously 'flagged' will be identified by the Office Team when a new application is submitted
- The Office Team will notify the President and Executive Board immediately upon receiving the application
- The Vice President and Treasurer will contact the applicant, and request that they submit supporting data for their application, which details the reasons for previously denied membership, and why the EB should now reconsider their application
- This information will be presented to the EB, and the EB will vote on the application
- A 2/3 majority vote will be required for applicant to be re-admitted as a member
- If an applicant is denied membership, USCA will send a letter of rejection. The applicant may re-apply for membership 12 months after the date of the letter of rejection
- An accepted applicant will be placed on a 180 day probationary period, as any new applicant
B. New applicants
- All new member applicants will be placed on a 180 day probationary period
- All new members will have their names listed in the USCA magazine under "Welcome New Member" section
- The Office Team will send monthly reports to the Vice President and Treasurer with new members listed
- During the probationary period, the USCA membership has the opportunity to provide feedback, and concerns to the EB regarding the probationary applicant
- During the probationary period, the probationary applicant may have his membership revoked for any reason, by a majority vote of the EB
Background — This policy gives "us" the ability to screen prospective members. An example would be: John Doe joins USCA, then after he joins, someone contacts us and shows proof that John Doe was convicted of dog fighting, animal abuse. Under our current rules we cannot do anything until John Doe does something wrong in USCA. This policy permits the EB by majority vote to terminate membership with someone we do not want to be affiliated with.

2013 USCA Sieger Show Slate of pre-selected Helpers

Background — Five (5) Helpers submitted their qualifications to be considered for pre-selection to perform the helper work at the 2013 USCA Sieger Show. Per the Helper Program three (3) Helpers must be pre-selected for the 2013 USCA Sieger Show. The above referenced Helpers had the highest total number of votes. Restructure filing fees for Non-USCA member entry in local club trial

This includes all entries in local club IPO trials : AD, BH, BH-VT, IPO-VO 1,2,3 - AWD 1,2,3 - FH, FH2 - IPO/FH, TR (FPr) 1,2,3 - OB (UPr) 1,2,3 – Utility Dog (Apr) 1,2,3 – STP 1,2,3– RH1,2 titles
Effective March 21, 2013, all Non-USCA members will pay an additional $25.00 filing fee for entry into any USCA local club trial, for any title/degree. Because of our existing reciprocity agreement with Canada, the GSSCC will be exempt from this additional fee.
Background — Based on clarification from the WUSV, this fee is now common for all Non-members (with the exception of GSSCC).
For example: the filing fee for a USCA member in a USCA club trial is $4.00. A Non-USCA member entered in a club trial will pay $29.00. The $25.00 filing fee will be the responsibility of the Non-USCA member entered in a local club trial. This fee is not the responsibility of local hosting club.

Recognize GSDCA-WDA as WUSV member

Amend Fiscal Budget for New USCA Membership Cards

Motion by Sean O'Kane, Treasurer, and seconded by Frank Phillips, Vice-President, that the USCA Executive Board amend its 2013 fiscal budget to invest in new membership cards at the cost of, but not to exceed $3,500. This is the cost of materials and a new printer.
Background — Our membership cards are currently printed on card stock paper.
Once printed, the cards are then cut out to separate. The current cards do not convey
to a new member, the preeminence that we should convey.
- The cards will be thicker and better quality – similar to a credit card
- The cost would be about $.50 per card. This would require the initial investment of a plastic card printer, which comes with a 3-year warranty, and operate about 6 years. At a cost of $1700 plus blank cards (3500 @ $0.30 a piece = $700)
- Each card is affixed to a sheet of paper, similar to what we currently are doing – we will save time, and money by not cutting the individual cards

No scorebook bond for NON-USCA Members

that USCA will no longer offer the option to post a scorebook bond (deposit) for any NON-USCA members.
Any NON-USCA member cannot enter a USCA trial without a recognized validated scorebook, and cannot
post a scorebook bond at the trial
Background — The USCA Office reported multiple occurrences where NON-USCA members are causing excess work for employees and officers. This motion will ensure the office staff is working hard for our membership, and will provide a solution for NON-USCA member problems that arise from not providing a scorebook our sanctioned trials. This rule change will not affect current USCA members. Scorebook bonds will continue to be accepted for USCA members who forget their scorebook, have failed to receive a scorebook (in time for a trial), or have failed to have their scorebooks recorded.
Instances requiring changes include, but are not limited to the following:
- NON-USCA member forgets their scorebook and does not send the scorebook to the USCA office within a reasonable amount of time
- NON-USCA member fails the trial, refuses to send in the scorebook, and holds up the clubs trial paperwork and posting the trial results in the magazine. The failure is also not recorded in the scorebook.
- NON-USCA member scorebooks/dogs are not monitored by USCA Office
- Checks written for scorebook bonds are either cancelled or a stop payment is placed on the bond check

18mo Probationary License for USCA Judge Al Govednik

Background — This motion is to support the USCA Judges Committees’ findings and recommendation for the following sanctions to USCA Judge Al Govednik based on a formal complaint filed by USCA Members of Machtig Strom Sportdog Verein. The complaint was found to have merit regarding three incidents involving conduct and behavior unbecoming of a USCA Judge on Aug 8, 2011.
The USCA Judges Committee has investigated the complaint and found that the judge did act in a manor unbecoming a USCA Judge and recommends the following sanctions be imposed and enforced by the USCA Executive Board:
- Judges License is reissued to a “Probationary License” for a period of 18 months. Effective 1/1/2013 to 6/30/2014
(description of a Probationary License below)
- “Probationary Judge” may judge USCA Club Level Events. All titles awarded are fully valid as with any licensed judge
- “Probationary Judge” may not judge any Championships during the probationary period. (Regional or above).
- After 12 months probation with a clean record, probationary judges may be considered to judge Regional Championships with the Director of Judges permission.
- A “Probationary Judge” may not judge for any organization other than USCA for the first 12 months of their probation and then after 12 months may be considered to judge club level events with the Director of Judges permission.
- A “Probationary Judge” may not judge outside of the United States
- During the “Probationary Judge” period any complaint found to have merit against the judge will result in either suspension of no less than 6 months and no longer than 1 year or permanent revocation of the judges license
- USCA Judge Al Govednik must issue a formal apology to the United Schutzhund Clubs of America for his conduct and behavior during the incidents on Aug 8, 2011. This apology will be published in the official magazine of the organization and posted on the USCA website for a period of 30 days.
On completion of the 18 months probation and providing the judge has remained active with a minimum of six assignments during this time period his full license will be reinstated.

DN 28861702 and Handler Dan Windus were involved in an unprovoked aggressive incident during a sanctioned USCA Trial on the date 11/9/2012 hosted by Midwest Hundesport Association, Kansas City, MO. The dog attacking and biting USCA/SV Judge Johannes Grewe.
The USCA Judges Committee received and reviewed a report involving an act of "Aggression" against a USCA Judge at a sanctioned Trial. The Judge requested to impose a 2nd level offense to this incident as allowed in the USCA Dog Aggression Policy and the Judges Committee supports and recommends that this second Level Offense be imposed.
This includes a 12-month ban for the dog from all USCA Events, and a 6-month ban for the handler from USCA Events. All AWDF Member Clubs have also been notified.

One-time waiver of the August 1 deadline for Lisa Jacquin to enter the 2012 USCA Nationals with an IPO3 dog imported in May

Motion by Sean O’Kane, seconded by Pedro Jimenez to grant a one-time waiver to Lisa Jacquin for the requirement of earning a 270 at a USCA event prior to August 1 of the same year she imported an IPO3 dog as a prerequisite to attending the Nationals. This would NOT alleviate Lisa of the requirement to still earn a 270 at a club trial AND participate in a Regional's.
Background
There are several restraints on competing at the USCA Nationals for a dog imported after the first of the year:
- The dog must earn their 270 qualifying score by August 1, (Of the same year).
- The dog must participate in the Regional's.
This competitor:
- Imported a dog in early May.
- Attempted on June 23 to get the 270, but was unsuccessful due to tracking.
- Due to leaving the country, will not be able to compete again before August 1, 2012. (Representing the USA at the Olympics in London in official capacity)
Analysis
- The August 1 rule was enacted in 2001 to prevent competitors from buying "ringers" to just come in fully trained and compete at Nationals.
- The 270+Regional regional requirement was designed to increase regional participation AND promote a standard to attempt to ensure that we had higher quality performances at the Nationals.
In the case at hand, the competitor achieved LESS than 270 at the trial before the Aug 1 deadline (NOT A RINGER) and now still should have to meet requirement #2 above. If she does so, what reasoning is there to keep her out of the Nationals?
My opinion is that we grant a waiver for this competitor and then discuss this with the GB in Nashville with an amendment to the Aug 1 deadline rule. Our #2 alone most likely accomplishes our objectives.

- All titles must be earned as a USCA Member.
- Titles must be obtained under a USCA, SV, GSSCC Canadian Judge or a FCI Licensed Judge from a WUSV Member
Club.
- Trials must be hosted by a USCA club or a USCA-recognized AWDF breed club (German Shepherd Dog Club of America, WDA events are not recognized for the purpose of attaining membership in the USCA SchH3 Club).
- The titles of BH, IPO /SchH1, IPO/SchH2, and IPO/ SchH3 must be earned by the same handler on a previously untitled dog. All protection scores must adhere to USCA standards.
- All titles must be acquired at a USCA recognized event. An officer of the USCA recognized AWDF organization must confirm the earned title in writing to include that the presiding judge meets the above requirements. A note from the presiding USCA, SV, GSSCC Canadian or FCI (WUSV) Judge may also be used for confirmation. The USCA Office will not be responsible for acquiring this information.
- A copy of the USCA / AWDF scorebook or USCA certified scorebook.
Background — With new rules and Schutzhund Titles no longer awarded the inclusion of IPO into this award is needed. In order to still properly acknowledge the accomplishments of those members that earned entry into the club under the Schutzhund requirements I believe it is important to maintain the SchH in the name , so the change to IPO 3/ SchH 3 Club is correct. Additional changes in this motion are the inclusion of FCI Licensed Judges from WUSV Member Organizations. The USCA now also allows the use of FCI Licensed Judges in their authorized events as long as the FCI License is issued from a WUSV Member Club (a German Shepherd Dog Judge). Also all references to USA have been updated to USCA.

Background — As treasurer, I am pleased to announce we have had a good year financially so I am here along with other line officers to ask for your vote to give back. Currently, we are showing a profit of over $100,000.00 for the year. Along with Craig and Lyle, I would like your vote on the following business:
- Assistance with Regional Conformation Shows - So many regions struggle with funding and putting on the Regional Conformation Show. This money will be sent to the Region in order of help offset costs of putting on the Regional Show.
- Assistance with WUSV Universal Sieger Team - We had 4 members and a Captain go this year. This is the second year we sent a team and the Universal Sieger Team is gaining success. This money will help offset travel expenses for the team. $1,000.00 to a team member and $500 to the Captain
- Assistance with Regional Education Expense - This will give each Regional Director the ability to spend up to $1,500 in their region for an educational seminar. We have had great success in the past and this has been well received by the membership. The regional director will be in charge of where the funds go and the money is for a non-for-profit event which must be offered to all members in USCA
- National Events Crate - Up to $2,000 will be authorized so that we can create a National Event Crate so that equipment can be purchased and sent to each National Event.

Background — Currently AWDF rules allow both National and International scores to count toward making the AWDF/FCI IPO World Championship Team. Current USCA policy only allows those who declare for the team to submit scores from the USCA-GSD National Championship, the AWDF Championship, and the USCA Working Dog Championships, where most (if not all) other member clubs of AWDF allow international scores. By not allowing international scores we are imposing greater barriers on our USCA members (and primarily our world competitors) to make the AWDF/FCI IPO World Championship Team than the other AWDF member clubs do. This could result in a qualified USCA member NOT making the team.
Comments — Nathaniel Roque … I completely agree. Unfortunately at this time with the current Qualification Process to declare for the WUSV or FCI Team, our members are required to show at Regionals and sometimes as many as 2 Championships and the Qualifier. This is far to many events for a dog to participate in a year and stay at the top level plus the added expense to the handler to participate in the events. In order for USCA to continue to support and show case our members we need to streamline this process. This motion will help accomplish making it a little easier.

Waive 2012 Regional requirement for USCA GSD National

Background — With the added Qualification trial each year for those attempting to make the WUSV Team it is important to lessen the burden on these handler/dog teams by not making them attend a Regional Event prior to the USCA GSD National. These handler/dog teams have already met the minimum score of 270 by virtue of being in the Qualification Trial (This is a minimum score to participate in the Qualification Trial as well). This motion will lessen this burden. The USCA EB will develop an updated qualification process for 2013 and beyond to address this situation.

Background — The helper selection process for the USCA-GSDCA WUSV Team Qualification Trial consists of USCA providing a primary and alternate helper in odd-numbered years and a primary helper in even-numbered years. GSDCA provides a primary and alternate helper in even-numbered years and a primary helper in odd-numbered years. A helper tryout is presided over by the two Judges for the event and participation in the tryout is restricted to ONLY the primary helpers from each organization per the helper selection process agreed to between USCA and GSDCA. Per the USCA Helper Program, the USCA Helper Committee solicited helpers to provide the required information to be considered for pre-selection as USCA’s primary helper for the 2012 USCA-GSDCA WUSV Team Qualification Trial. Six (6) helpers submitted their qualifications for review by the Helper Committee. The Helper Committee then contacted each helper to determine their availability the weekend of June 8-10, 2012, since the date was undetermined at the time they submitted their qualifications. After the availability determination, the Helper Committee reviewed the qualifications of the available helpers and recommends Don Yelle to be USCA’s Primary Helper at the USCA-GSDCA WUSV Team Qualification Trial.

BOI Case: Mark Chase v. Quinebaug Schutzhund Club

Also, the appeals of the BOI determination in this case submitted by the accuser and accused have been unanimously denied by the Directors at Large.
Charges
Charge #1: Trial Violation of Quinebaug Schutzhund Club – Sustained.
- Complainant alleged that Quinebaug Schutzhund Club violated trial procedures during a break between obedience and protection.
- The Board of Inquiry received testimony from numerous individuals present at the event, which revealed trial participants used the trial field for practice with corrective devices during that break. Among them was an individual who trained with a long line, prong collar, and electronic collar.
- According to USCA policy, the official start of the trial occurs when the scorebooks are collected or the first phase is started, while the official end of the trial occurs when the scorebooks are returned to the handlers.
- The USCA Rulebook states on page 7 under Mandatory Collar/Carrying of the Lead: “Leather, nylon, spike, pinch, or remote training devices are not permitted in a USA-sanctioned event.”
Charge #2: Inhumane Treatment of Animals at Quinebaug Schutzhund Club – Not sustained
- Complainant alleged an individual used inhumane training methods during several training sessions held by the Quinebaug Schutzhund Club.
- In a response letter from Quinebaug Schutzhund Club, it was detailed that individual was not and is not a member of Quinebaug Schutzhund Club and the training sessions described occurred on private property not owned by the Quinebaug Schutzhund Club.
- The Board of Inquiry received testimony from Mark Chase and Quinebaug Schutzhund Club. Complaintant did not state that the alleged inhumane treatment occurred at a club training session or at a USCA-sanctioned event. A representative of Quinebaug Schutzhund Club stated that the individual came to the training field (not during club training time) and privately trained his dog.
CONCLUSION AND RECOMMENDATIONS
- That Quinebaug Schutzhund Club be reprimanded for the trial violation in Charge #1.
- That Charge #2 is deemed to be an intra-club dispute.
- That the USCA Director of Judges issue a statement clarifying the use of correction devices at USCA-sanctioned events and also the clarifying the official start and end of a USCA-sanctioned event.
- Although the charge of inhumane treatment is not sustained, the BOI recommends a discussion on the subject at either the 2012 General Board meeting or at each regional meeting in 2012 to address the issue of humane training methods for our working dogs. USCA bylaws specifically state that one of the objectives of the organization is to promote humane training methods for the working dog, and some open dialogue on the subject would benefit the organization.

Remarks: Dena McGowan — It is not in me to go against the BOI, but I could never open the attachment for further info, and without that information, do not feel I have all the facts to give an educated vote. I, also, feel that if a USCA judge allowed alledged events to occur, that he/she should have said something at the time.
Remarks: Tim Burke — I have a comment which is related to this BOI case but not necessarily applicable to the outcome. I believe from talking to most members that they are under the impression that corrective devices are allowed for “practice” (and yes, they are allowed). I have witnessed several times (enough for it to be considered less than a rare occurrence) judges taking a break between the obedience and protection phases and allowing some limited “practice”, especially for trial participants that have not been on that particular field before (like out of area trial participants). It seems to me that there is obvious confusion for our members between no corrective devices allowed once the event officially begins and a judge declaring “practice time”. We have conditioned our membership to accept judges as the final authority for all things at an event. This really needs clarified and communicated to our membership.

It was a difficult decision for me to vote against the BOI’s determination for Charge #1. I did so for the following reasons.
- Practice at a USA event is allowed with corrective devices. GBM - OTHER NEW BUSINESS, Item 6. Training Devices at USA Events Motion by Mark Przybylski that all training collars (i.e, electronic collars, prong collars, etc.), when used humanely, will be permitted at all USA events during practice sessions. At USA national events a committee shall be named to monitor practice sessions. At least two individuals from the committee shall be present for all practice sessions. All USA officers (Executive Board) and USA judges will also be part of enforcing the policy when present and witness to an incident. Motion carried unanimously.
- Quinebaug Schutzhund Club consulted the event judge, head judge of Austria SV-Guenther Muellegger, and confirmed it was permissible to allow practice, including the use of corrective devices, between the obedience and protection phases on Friday. We have conditioned our membership to accept judges as the final authority for all things at an event. I do not think that we should undermine a judge’s authority as this will set a bad precedent for our membership that judges are not the final authority.
- .In the EB’s discussion on E-Ballot #3-12, several EB members have stated that they personally have witnessed several times (enough for it to be considered less than a rare occurrence) judges taking a break between the obedience and protection phases and allowing some limited “practice”, especially for trial participants that have not been on that particular field before or worked on the trial helper before (like out of area trial participants). It seems to me that there is obvious confusion for our members between no corrective devices allowed once the event officially begins and a judge declaring “practice time”. Our trial rules need to be clarified in this area. The modification I propose to the BOI’s determination for Charge #1 is that the charge be “not sustained” and that our trial rules be clarified as requested above.

Background — On September 13, 2011, Mary Dygert petitioned then PNW Regional Director Warren Jones on behalf of Willamette Valley Schutzhund Club for a 2011 waiver from the requirement to host a sanctioned event. Ms. Dygert indicated the following reasons:
We lost the turf farm for tracking earlier this year; with the crazy weather we've had the farmers are still busy working the fields that we would have had available. WVSC members all have young dogs and none are ready for a title. With the economy the way it is, we can't count on enough outside entries to cover or break even. In all of the years WVSC has been a full member club we've hosted anywhere from one to four events per year. The past
couple years that sadly went to only one event per year. This new economy has hit the SchH/show world hard as well.
In the previous year it should further be noted that Willamette Valley Schutzhund Club hosted both the regional conformation show and a working trial. Also, in 2010 and 2011 Mary was very active in supporting USCA national events as secretary for the USCA Sieger Show. Both of these events under her guidance were presented extremely well and a testament to her dedication and talent.
Some parties in the region are adamant regarding the need to adhere to existing bylaw requirements and not grant the waiver. Others are equally adamant that "compassion" for the circumstances surrounding Ms. Dygert's
request, her unwavering support for USCA national, regional, and past club events, and existing precedent call for the waiver to be granted at the regional level.
However, in the current regional climate of mutual rancor, the new regional director, Kevin Nance, has indicated a position of summarily denying all such waivers lest he be considered "favoring" one entrenched
"camp" over another. Thus, it falls before the Executive Board for redress.

USCA Donation to AWDF Team at FCIIPO

$5,000 donation by USCA to the 2011 AWDF Team competing
at the FCI-IPO Championship.
Background — This year we have five USCA members
handling their German shepherd dogs on the AWDF/USA Team
at the FCI-IPO Championship. The AWDF Team relies
completely on donations to help their team members defer the
cost of overseas travel with their dogs. We should support the
entire team by making a donation.
Many of you may not be aware that funding for the trip
comes primarily from the competitors themselves. Flight, airfare,
hotel, rental car, etc. can easily run in excess of $5,000 per
competitor. THE TEAM NEEDS OUR HELP! All donations
will be equally split among the competitors. All of the collected
donations will pass directly through to the competitors—no
administrative costs.
The team has not been able to gain any sort of large personal
or corporate sponsorships this year. At this time the AWDF is not
in a position to provide anything other than entry, trophy, and a
few other misc. fees for our international team. Last year the team
did quite well, finishing 3rd overall. Supporting the FCI
Championship is really in our best interests, as it is also a
reflection on the USCA. These are the donations for the FCI
team that have been received so far by USCA:

- $509 — Hallmark Kennels (Jim Hill)

Background — This event was scheduled with Teaching Helper, Joel Monroe and

Unfortunately, being a club with members that are new to the sport, they
were unaware of the requirement for an Event Authorization and 21 day
advance notification to the region. An Event Authorization Request was
submitted 5 days prior to the event.
I believe the club acted as diligently as they knew how and would encourage
Executive Board Members to read the supporting documentation for more
details on the circumstances. As Regional Director I support the waiver and
believe it is important to young helpers, this club, the region and the

Fee for Non-USCA Apprentice Judges

Background — In the past USCA has always provided at no charge to all AWDF Member Clubs, Judges and training by way of approving apprenticeships and teaching judges to all AWDF Member Clubs, with the increase of clubs starting their own judges programs we are doing more and more apprenticeships for other organizations. This uses USCA Judges resources at the expense of USCA Funds to directly benefit non USCA Clubs.
The reasons that our judges are requested is because we are world recognized, this is due to USCA membership in the WUSV. The WUSV recognizes our judges College because we meet their requirements IE proper apprenticeship, paperwork, an active authorization process. active DOJ as well as yearly meetings (Judges College). Currently the cost to maintain our Judges College is at or above $ 20,000 a year due to the high cost of travel and that we now have 21 judges and apprentices. This cost should not be the sole burden of dues paying USCA members if our judges resources are being used for other organizations benefits, training their judges or allowing our judges to judge their trials. USCA members will not receive much benefit in the near future from the licensing of these other organizations judges since these judges can not be used to judge at a USCA Trial (USCA bylaws require all judges at USCA Event to be USCA, SV or FCI Judges
from WUSV Member Clubs). Our members will benefit from additional judges in other organizations by having potential availability to enter a trial and earn a title at another AWDF Club but this title will be accepted the same as we currently accept DVG earned titles it will only count towards a sport title, not valid for Sports Medal Points, SchH 3 Club or Breed Survey.
I believe that the fees being introduced for USCA Services to non USCA members and Clubs are very fair both for the other clubs and for our members. Their is no reason to support USCA as a member if you can get all of the benefits for free. In order for USCA to continue to provide support to our membership and to our AWDF Member Clubs services must be compensated. USCA has long been supporting all AWDF member clubs through supporting the lions share of the dues to support AWDF Activities and by providing access to USCA Events, providing judges and training and will continue to do so.

Background — With the recent incident a the Working Dog Championships
(2011), it became apparent that USCA lacked a mechanism to prevent a
handler from entering a truly dangerous animal in subsequent trials.
The Aggressive Dog Policy is proposed to be amended by making some minor
typographical changes and adding the following two sentences:
"If a dog
bite incident is sufficiently severe or there is reason for the Director
Of Judges to believe that the dog represents a significant menace to the
public, the DOJ may refer the incident to the Judges' Committee, who may
upgrade the offense to a second or third offense level. Any such
increase in penalty must be approved by the Executive Board."

USCA Recognition of WPBTCA Judges Program and Titles for

USCA will recognize WPBTCA (Working Pitbull Terrier Club of America)
judges, judges program, and titles awarded by their judges only when
awarded to the American Pit Bull Terrier in a WPTCA/AWDF-issued scorebook.
These titles will be recognized by USCA for the American Pit Bull Terrier
exclusively for sport purposes and will not count toward any USCA-based
program (Sports Medals, SchH3 Club).
Titles earned at WPBTCA events under WPBTCA judges will not be
recognized by USCA when awarded to any other breed of dog.
Background — The WPBTCA has a judges program in place, but this program
does not meet the requirements to receive reciprocity with the USCA judges
program as it was previously approved. At this time, the WPBTCA does not
have any affiliation with a recognized WUSV, FCI, or AZG organization; and,
therefore, cannot be properly recognized by WUSV or FCI member clubs.
Currently AWMA and DVG also have set precedence to not accept WPBTCA
judges for their events or titles
By allowing the acceptance of WPBTCA-awarded titles exclusively for the
Working Pit Bull Terrier, we continue to support our AWDF member club
without impacting the validity of our, or any other, FCI/WUSV-recognized
program. This motion will also help establish a precedence for future
"non-recognized" organizations that may join the AWDF.

Enforce Dog Agression Policy 3rd offense

Motion made by Nathaniel Roque and seconded by Al Govednik to enforce the USCA Dog Agression Policy regarding the incident at the 2011 WDC involving USCA member Dennis Green , USCA Member #16624, and his GSD Gabe vom Geistwasser, USCA Scorebook #26745, and USCA Member and Apprentice Judge Bill Bimrose.
Background — It is the recommendation of the USCA Judges Committee after reviewing
the reports of the incident that the USCA Dog Agression Policy 3rd
level of sanction be imposed on this member and dog due to the
unreported previous incidents involving this team as well as the
members apparent lack of responsibility and disregard for the safety of
those exposed to them and the severity of the "bite".
In investigating this incident it was stated by the handler that this
dog has bitten at least 2 other people at a local pet store, it has also
been stated that this handler is aware of the aggression problems with
this dog and does not responsibly handle the issue.
This incident was also witnessed at the WDC by prospective sponsors from
John Deere for our events and severely damaged our position with this
sponsor.
Additional background reports may be disbursed to EB members under
confidentially from the Judge, and witness if requested.

Banishment of the dog from all USCA-sanctioned events and/or activities
for life.
Suspension of the handler from all USCA-sanctioned events and/or

No later than one day following the event, the presiding judge at the
event shall file a detailed report with the USCA Director of Judges
describing the incident and actions taken. This report shall then be

Gilliland vs Anacapa Working Dog Association Appeal

vs Anacapa Working Dog Association. Also the appeal of the BOI
determination in this case submitted by the accuser has been denied
by the Directors At Large.
Background
The Board of Inquiry has reviewed the charges filed by
Christine Gilliland against Anacapa Working Dog Association
and unanimously has determined the charges of violation of bylaws,
breach of agreement, unethical and unsportsmanlike conduct are not
relevant as they do not involve USCA trials or other USCA functions.
Each individual club has the right to disciplinary procedures as long
as those procedures are performed according to the club bylaws. Per
the Anacapa Working Dog Association's bylaws, the club has final
authority over all disciplinary matters.
The preferred charges do not involve conduct that is prejudicial to
the interests of USCA, and do not involve a violation of USCA rules.
USCA's bylaws state "disciplinary action taken by a local club
against a member or members of that club is an internal affair of the
club."

Change Administrative Fees for Trial Entries

Administrative fee for Trial entries from a flat fee of $ 4.00 for each entry to
a two tiered fee schedule to benefit USCA Membership.
Maintain the $4.00 fee for USCA members entered into a USCA Trial and add a non-member fee paid to the USCA Office for all non-USCA members entered in a USCA Trial to $ 15.00 per entry. Effective March 1, 2011 (to allow time for the clubs to develop a policy and USCA to include Membership info on the Trial Score sheet).
Background — The current fee is $4.00 per entry for all entries. There should be benefits to
USCA Membership and one of these should be lower entry fees to members. With the increased cost of maintaining
Judges, hosting trials etc these expenses should
be shouldered by all entering our events. Our USCA members already support the
organization through their membership. Non-USCA members should be charged a
slightly increased fee to help maintain the costs associated with our
events. There must be benefits to membership otherwise, why join, just use the
organization for free.
Suggestions for implementing: The USCA Score Sheet will be updated to include
membership Info. For all entries with USCA Membership a $ 4.00 fee will be
submitted (as has always been completed) for non USCA membership a $ 15.00 fee will be submitted to the USCA Office. I encourage the Clubs to carry this over
to their entry fees to cover the costs of hosting a trial by having a two tiered
entry fee; example Entry to ScHH1 $50.00 for USCA Member and $ 70.00 for Non
USCA member with $ 15.00 going to USCA and the Club earning an additional $ 5.00 for hosting an event allowing Non Members benefit from our resources

Background — The WUSV is hosting a Universal Sieger competition June 24 - 26, 2011 in

must have at least three teams and one dog must be a bitch. USCA does not
currently have a mechanism in place to select a team for this event. We
currently have a Universal Sieger selection process. This new competition

Add Authorization Fee for non-USCA events

for the use of USCA judges for non-USCA Club and National events.
- Effective January 1, 2011, all non-USCA Clubs or Organizations will be
charged a "Judges Authorization Fee" to schedule a USCA-licensed judge for
their events. The fee will be $50.00 for Club events and $100.00 for
Championship events.
- All non-USCA Clubs or Organizations requesting the use of a USCA-licensed
Judge will contact the current USCA Director of Judges for approval and on
receipt of the required fee to the USCA office the USCA DOJ will release
the authorization to the Club or Organization.
- Excluded from this "Judges Authorization Fee" is the German Shepherd
Schutzhund Club of Canada, due to our existing reciprocity agreement
with them for sharing judges.
Background: The USCA Judges College provides world-recognized judges for use at trials and shows. The expense of maintaining the quality of our Judges falls on the USCA Organization and its Membership in the form of funding the Judges College.
Often times due to our Judges scheduling themselves to judge outside of USCA,
they are not available to accept an assignment for a USCA Club.
One of the benefits of USCA Club membership is and will continue to be easy
access to scheduling our judges at a much reduced cost to the clubs over using
foreign judges.
The USCA is happy and willing to help provide judges for all AWDF Member
Organizations, the FCI and WUSV organizations throughout the world.
The burden of expense or availability should not fall on our membership.

GSD National Championship Waiver for Tanna Ragan

Background:
This member obtained a qualifying score at a USA trial and then attempted to compete at the Pacific Northwest Regional Championship, but her dog was ill. When she checked in for a phase of the event with the judge, she was excused due to the dog being ill. She asked at the time if she needed to show the dog to meet the qualifying requirements for the GSD National Championship and was told by the three judges and the regional director in attendance that she had fulfilled the requirements to enter the GSD National Championship. In interviewing two of the judges at the event, they both stated that the dog was sick but could have started the phase of the competition if needed; but they did not think it was necessary and that it was better to excuse it at check in than after a couple of exercises.
The USA Regional Policy clearly states that the dog must enter and show to include starting in at least one phase of the event and that a dog that is previously injured or sick does not qualify. USA Regional Policy: “To qualify for participation, the handler/dog team at a minimum must begin one or more phases of the trial. If while participating the dog is pulled due to injury or illness, the process outlined under Section D “Pulling a Dog from a Trial” under General Rules and Regulations in the USA Trial Rules will apply. A notation in the scorebook of “terminated (or discontinued) because of injury or illness” is acceptable to qualify for participation. A handler/dog team that cannot attempt the exercises or achieve a partial score due to a pre-existing injury is not qualified as having participated. Disqualification for unsportsmanlike conduct does not qualify as participation.”

Background:This handler/member qualified this dog by handling him to obtain a qualifying score and entering him in the Northeastern Regional Championship. The entry was accidentally sent to the USA Office two days late due to personal problems.
Meridith’s husband, Gary D’Hue, who was the original handler/owner of the dog, has been hospitalized with Stage 4 lymphoma and had asked Meridith to show the dog for him at the GSD National Championship. In all of the stress and confusion of Gary's illness, Meridith thought that Gary had mailed the entry and did not realize it was not sent until after the deadline. This handler already had tickets and lodging reservations and is doing this at her husband’s request. The entry has been sent to the USA Office and is postmarked two days post closing date.

BOI Case: Mathew Levin v. Grewe/Phillips/Roetemeyer/Wallick

Grewe/Phillips/Roetemeyer/Wallick with the exception of charges #4 and #5. As the Board of inquiry failed to reach a decision for charges #4 and #5 as mandated by the USA Bylaws, and as the period for declining to consider the allegations had passed, the Executive Board agrees with the dissenting opinion and modifies the determination/recommendation for charges #4 and #5 as not sustained. Also, the appeal of the BOI determination in this case submitted by the accuser has been denied by the Directors at Large.
BOI DETERMINATION/RECOMMENDATION
Listing of charges provided by USA Secretary:
"You have filed charges against four USA members (which requires a $200 deposit for each charge), and you have filed additional allegations against both Johannes Grewe and Frank Phillips (which requires a deposit of $50 for each additional allegation.)"
Upon addressing the listed charges above, the Board of Inquiry (BOI) determined that the additional charge against Mr. Phillips is superfluous. Mr. Phillips is charged with voting in favor of a motion and later in the document is listed a second time for voting at the General Board meeting (GBM), which we believe lead to the interpretation of an additional charge. In the BOI's opinion, Mr. Phillips should only be charged one time for voting at the GBM.
- Charge #1:
Mr. Grewe is charged with violating USA's bylaws when he rose at the GBM in Iowa and presented several motions to the voting members for discussion and vote.
- Charge #2:
Mr. Roetemeyer is charged with violating USA's bylaws when he recognized Mr. Grewe and gave him the floor to present his aforementioned motions.
- Charge #3:
Ms. Wallick is charged with violating USA's bylaws when she counted the votes for the motion presented by Mr. Grewe for consideration at the GBM.
- Charge #4:
Mr. Phillips is charged with violating USA's bylaws when he voted in favor of Article IV, Section 2 motion that Mr. Grewe presented for a vote at the GBM.
- Charge #5:
Mr. Grewe further violated USA's bylaws by voting in favor of the motions he presented.
The Board of Inquiry recommendation:
- Dismiss the additional charge placed on Mr. Phillips and return the $50 deposit to Mr. Levin
- The BOI does not find willful violation on the part of the defendants and does not recommend disciplinary action, unanimously
- Charges #1-3 are not sustained, unanimously.
- Charges #4-5 received four votes of "non-decision" and one vote of "not sustained"
All members agree that the bylaws with regard to the voting rights of the Directors at Large are ambiguous. Parliamentarian opinion was rendered in this case and specifically addressed the ambiguity.
The four votes of "non-decision" are in agreement with the Parliamentarian opinion that interpreting and rendering a decision on this bylaw ambiguity is not within the scope of this Board. Bylaw and Constitution matters should be discussed properly through either the Bylaws Committee or before the GBM. Policy-making matters (i.e., determining Director at Large voting rights) require the input of the general membership and should be decided by the GBM. The majority BOI on this vote was placed with the specific intent of not labeling the recommendation as "sustained" or "not sustained" in order to remain non-influential in any subsequent motions or actions arising from this ambiguity.
The "not sustained" vote is in agreement with the Parliamentarian opinion that challenging voting rights is to be completed before the last vote is cast.
- It is the recommendation of this BOI that USA hire a professional parliamentarian and/or attorney before the next general board meeting, and annually thereafter, to examine the bylaws as they are written and recommend changes to alleviate any ambiguities in the future.
- It is the recommendation of this Board of Inquiry that USA investigate the matter of how the defendants' response document was made available to parties outside of the BOI, the defendants, and council.
During the course of these proceedings, information presented itself that would indicate a breach of confidentiality in that the defendants' response document was made available to parties outside of the BOI, the defendants, and council. However, the BOI agreed unanimously that the unsolicited information was not admissible and would not be taken into consideration in the case.

Qualifying Score for USA-GSD National Championship

Background: In the past, IPO scores were not accepted because IPO rules prior to the 2004 rule changes were different in some of the exercises than SchH. Since the IPO rule changes, and with the upcoming integration of IPO, VPG, and SchH into one common name; it is and will be more correct to allow a score of 270 or greater at a USA event from the IPO, VPG, or SchH to be accepted for entry in the USA-GSD National Championship. We have had members who have earned an IPO3 with 270 or greater and assumed they are qualified for the USA-GSD National Championship (this happened to me in 2001 with my dog Saber -- Al Govednik); and then when the entry opened they were forced to scramble for a SchH trial to try to qualify. With the IPO, VPG, and SchH virtually the same, this motion would only help to close an oversight from past differences in the rules.

COMPETITOR DRESS CODE FOR USA NATIONAL EVENTS
All competitors entered in any USA national event — (Sieger Show, Working Dog Championship,
GSD National Championship), must adhere to a basic dress code:
Dress code for stadium phases (obedience, protection, show ring,
protection test, and awards ceremony):
- Collared shirt (examples are button shirts or polo shirts [no t-shirts]).
- Pants (examples are khakis, BDU, or Dockers [no jeans]).
- Jackets, windbreakers, or rain suits are acceptable if required by the weather.
- Team or competitor uniforms are acceptable in the form of a workout suit, athletic outfit, etc
Dress code for tracking phase
- Jeans or Levis are acceptable if necessary due to conditions; suggested attire is the same as the stadium phases.
At all times the competitor must make every effort to maintain a clean and presentable image for the organization.
Background When the United Schutzhund Clubs of America hosts national events, these events are the showcase of our organization. Competitors in these events are featured in photographs in our magazine and represent our organization. Because of this, the USA Judges Committee proposes adopting a basic dress code for national events.

Judges Program Revision to Allow Additional Travel Day

Motion by Nathaniel Roque, seconded by Sara Wallick, to allow any authorized judge for a USA performance trial/breed show/breed survey/seminar to add one (1) additional day of travel expense at the approved rate (currently $100) for his/her return travel day if that day is scheduled on a non-event day (day after the trial/show/survey/seminar). Travel expense may only be charged if the travel takes place on a day when there is no event being conducted. A judge may only charge the approved rate per day to include either judging fees or travel expense.
Background: An example of the use of this charge would be when a judge is scheduled to work a Saturday and Sunday event and travel is scheduled for arrival on Friday and departure on Monday. At the judge’s discretion, he/she may charge for one day of travel to arrive and one day of travel to depart plus the two days of the event.

Fiscal Year 2011 Budget

With the downturn in the economy, the loss of corporate sponsorship, and a decrease in income in other areas, including membership, we are faced with a budget that in order to balance will require either a dramatic decrease in expenses and services or an increase in income. While expenses have been cut in many areas, the only way to balance this budget and keep services that we are all used to is by increasing our dues. We are faced with antiquated equipment and software at the USA Office and a website in desperate need of replacement.
All these needs cost money. This budget is the first step toward upgrading USA’s infrastructure. This budget is the first step toward insuring USA’s future is secure so we can not only provide the members with services they have become accustomed to, but provide them with additional services that are badly needed. A new website to increase communications to all members, provide a members area to view our magazine, update their contact information, and even renew their membership will be a part of the upgrade. This database-driven website will also replace the current software used at the USA Office to keep track of trial results, membership, and dog registration information.
With this dues increase, which must be voted on in a bylaw change at our General Board meeting in Reno, we will have a net income of approximately $17,000. This money and reserve funds will be used to make these much-needed upgrades.
Background from Vice President Craig Groh: While this year may not be the best time to increase our organization’s dues for various reasons, it is long overdue. USCA has not increased our dues in the last 14 years, since 1996. Inflation alone has reduced the buying power of the US dollar from 1996 to 2010 by almost 40%. The average item that cost you $60.00 in 1996 now costs you $83.50. Essentially, the cost of running the organization has increased by 40% over the last 14 years, while our revenue has remained flat. We have been able to accomplish this by “doing more with less.” While we have been able to improve the efficiency of the organization, and will continue to do so, the well is running dry.

USA Helper Book Price Increase

Budget Amendment for Working Dog Championships

Motion by Mark Scarberry, seconded by Sean O’Kane, to amend the 2009–2010 budget under the National Events line item for the Working Dog Championships in the amount of $19,500.
Background: With the change in the administration of our Working Dog Championships and
GSD National Championship, money must be allocated for the WDC. The original budget allowed $5,500
for each of these events. We are asking for a total of $25,000 for each event. This includes a
change in income and expenses for our current 2009–2010 budget. This process is a work in
progress and needs to remain dynamic as we try to put on national events we can all be proud of.
Included below is the language from the vote at the 2009 General Board meeting:

Amended motion by Craig Groh that USA will be the primary host for all working dog National Events adhering to the following policies:
- The USA President will appoint an event chairperson for each event. The chairperson will be responsible for the organization and administration of the event while adhering to the USA National Events Manual.

USA as the primary host of the event will bear any financial loss the event may incur.

USA as the primary host of the event will receive 70%, and the local host club will receive 30% of any net profit the event may generate.

A National Events Protocol will be developed and become part of the USA National Events Manual. This protocol will detail the regulations the event chairperson must follow. The USA Executive Board will approve this protocol no later than January 30, 2010.

A budget will be developed and adhered to for each event. The USA Treasurer will process all financial transactions for the event.

Internationale Rettungshunde Organisation (IRO) Application by USA

Background
IRO is the international organization that is developing and governing the search and rescue programs and certification specifically for USA. This is the organization that sets the rules and standards for the RH title.
It is important for USA to continue to develop and maintain all working aspects of the GSD, and one of these is in the working evaluation of the dogs’ search and rescue ability. The RH title is a valid and internationally accepted test to determine this ability in our dogs.
At this time we already have a number of our USA judges who are approved to judge this title, and we have had a growing interest by our membership and number of RH titles awarded in the United States.
